Landbank Becomes Second Biggest Bank if Merger with DBP Pushes Through

President Aquino has already approved the proposed Landbank-DBP merger and if the BSP approves it too, LANDBANK, as the surviving bank, will become the second biggest bank in the country, based on total assets, behind top ranking BDO.  It will surpass Metrobank and BPI.

Based on BSP data as of September 30, 2015, Landbank was the 4th biggest bank in total assets and DBP was 7th.

Absorbing DBP's 465.1-billion-peso asset into its own 1.14-trillion asset, Landbank will rise with 1.6 trillion in total assets, moving up to No. 2 in ranking, well above Metrobank and BPI. Aquino also approved the proposed increased in Landbank's authorized capital stock from 25 billion to 200 billion pesos to enable Landbank to absorb DBP.

Are My BDO Kabayan Savings Passbook and ATM Card Different?

Here are our answers to questions we usually receive about the passbook and ATM card that come with the BDO Kabayan savings account:

1.  Are my passbook and ATM card different?

    Yes, they are different in the sense that one is a passbook and the other is an ATM card.
   
     But they belong to one and the same account -- your account.
     Your passbook and ATM card have one and the same Account Number.
     Your Account Number is on the first page of your passbook.

2.  I always withdraw using my ATM card, what'the use of the passbook?

      For your reference and proof.
      It's a printed record of your transactions,
      such as deposits, withdrawals, remittances, or transfers, whether through ATM machine, or online or over the counter at BDO.

3.   I have been using my ATM card only, and there's no record at all in my passbook.

      Your passbook will have records of your transactions only after you present your passbook at a BDO branch for updating.

4.  Is there a deadline or time frame for updating?
   
     None. You can request for passbook updating every month, or every several months, depending on your need.

5.  Is there a fee for updating?

      None

6.  Are you required to deposit or withdraw when you update?

     No.

7.  After someone abroad sends money to my Kabayan, do I need to update my passbook before I can withdraw using my ATM card?

     No. You can withdraw through the ATM as soon as your remittance gets posted into your account.

8. Is the number on my ATM card my account number?

     No, that is not your account number. Your account number is on the first page of your passbook.
     Your account number consists of 10 digits. It has 12 digits if you include 00.

     The 16-digit number on your ATM card is your ATM card number. It's used by the bank for reference and tracking.

9.  Can I withdraw over-the-counter using my passbook?  
   
      Yes, usually if you're withdrawing a big amount.
       For smaller amounts, it's easier and faster to withdraw from the ATM machine.

10.  Is there a fee to withdraw over-the counter at a different branch?

       Yes. It's 100 pesos.

11.   Is Kabayan only for remittance from abroad? 
        Can anyone deposit to my Kabayan account over-the-counter?

         No, it's not only for remittance.
         Yes, anyone can deposit to your Kabayan account over the counter.

12.  Is there a deposit fee?

        None.
        But if you opened your account in Metro Manila, and someone deposits to your account in Laguna or in the Visays the deposit fee is 100 pesos.  This is called interbranch deposit fee. It's charged when account branch and deposit location are in different phone area zones.

13.  I opened my Kabayan account abroad.  Can I use my ATM card abroad?

       Not yet. You will have to activate your ATM card first.
       When you take your vacation in the Philippines, activate by changing your ATM PIN at a BDO ATM machine.

14.  If my ATM card is not yet active, is my Kabayan account active? Can I send money to it?

       Even if your ATM card is not yet active, your Kabayan account is already active. Yes, you can send money to it.

15.  I activated my ATM card when I was in the Philippines. But I forgot my ATM PIN. What should I do so I can use it here abroad? 

       If you no longer can remember your PIN, there's no remedy that you can do there abroad.
       Wait till you get back in the Philippines, so you can go to your BDO branch, ask for a replacement ATM card (a new ATM card), and activate your new card by changing your PIN.

Maintaining-Balance Penalty on my BDO ATM Account

Question:
Last December, my BDO ATM account was deducted 300 pesos. Maybe because I did not deposit and had less than 2,000.
On January 8, I deposited 1,000, making my balance 2,239.50.
On January 29, I was deducted 300 pesos again. Why?

Answer:

Your 300-peso deduction was your penalty for falling below your required Maintaining-Balance for 2 consecutive months (December 2015 and January 2016).

Your required Maintaining-Balance or required Average Daily Balance (ADB) is 2,000 pesos.

Your ADB in January was 1,998.12. This is below the required 2,000 pesos.

Let us compute your Average Daily Balance for the month of January.

The formula is:
Add all your balances everyday from January 1 to January 29
Divide the total balances by 29 days
The result is your Average Daily Balance for the month of January.

Total of Daily Balances from January 1 to 7:

1,239.50 x 7 days = 8,676.50

Total of Daily Balances from January 8 to 29:
2,239.50 x 22 days = 49,269

Total of Daily Balances from January 1 to 29:
8,676.50 + 49,269 = 57,945.50

Divide the Total for January by 29 days:
57,945.50 / 29 = 1,998.12

For BDO ATM savings accounts, the required Average Daily Balance (ADB) every month is 2,000.

Your ADB (1,998.12) is lower than 2,000.

It means you were not able to maintain 2,000 in January.

This is the reason why you were again deducted 300 pesos again.

Note:
Many banks compute ADB on the last business day of the month.

Can I transfer money from my BDO account to an unenrolled BDO account?
Yes. Use the service "Send Money to an Unenrolled BDO Account"

How to send money:

1.  Log in to BDO online banking.
2.  Click "Send Money"
3.  Click "Send Money to an Unenrolled BDO Account"
4.  Enter needed information.
     Enter the 12-digit account number of the receiving account.
5.  Click "Submit "
6.  Enter the One-Time Password sent to your registered mobile number.
7.  If the transfer is successful, the money is immediately credited to the receiving BDO account and is immediately available.

Is there a service fee to use this Send-Money-to-an-Unenrolled-BDO-account service?
None

Is there a maximum limit to the amount of money that can be transferred?
Yes.
The maximum amount is 10,000 pesos per day.

The maximum number of transfers per day:  10 transfers

Can I use this service for sending money to and from a BDO dollar account? 
No. Not yet. Currently, this is only for peso accounts.

Banks Should Notify Every Depositor About Maintaining-Balance Increase

Ha? Closed na ang account ko at wala na yong pera ko? Malaki rin ang 9,000 pesos ah!

A number of OFWs have commented on our blogs expressing their shock upon finding out that their savings accounts had been closed and their money wiped out due to below-maintaining-balance penalties.

They did not know that the maintaining balance requirement for their type of account had increased. This has been specially true for OFWs who work abroad in areas far from commercial centers.

The BSP has specific regulations requiring banks to inform account owners about changes related to service charges and bank fees.

We've been enjoying free emails for decades now, so there's no reason why banks can't use emails to inform their account owners about changes in their policies that have direct impact on depositors.

Excerpts from the BSP Manual of Regulations for Banks (MORB)

X263.1   Amendments to terms and conditions for the imposition of service charges/fees.
Part II -- Page 41

Any change in the terms and conditions for the imposition of service charges and/or maintenance fees, e.g., increase in the amount of such charges and fees or increase in therequired minimum monthly average daily balance of deposits, shall take effect only after due notice to the depositor:

Provided, That information by regular mail, statement of account messages, electronic mail, courier delivery and/or other alternative modes of communication on the depositor’s last known address at least sixty (60) days prior to implementation shall be considered sufficient notice:

Provided, further, That failure of the depositor to manifest or register his objection to the new service charges and maintenance fees or any change in their terms and conditions in writing within thirty (30) days from receipt of written notice of amendment shall be deemed to constitute acceptance of such changes, for purposes of this Subsection.

Banks shall likewise post said information on their respective websites, Automated Teller Machine on-screen messages, and in conspicuous places within the bank premises and other places near the bank’s own Automated Teller Machine at least sixty (60) days prior to implementation.

Banks may impose and collect service charges and/or maintenance fees on savings and demand deposit accounts, whether active or dormant, that fall below the required minimum monthly average daily balance (ADB), subject to the following conditions:

a. the imposition of such charges or fees is clearly stated among the terms and conditions of the deposit;
b. the rate or amount of such charges or fees is properly disclosed among the terms and conditions of the deposit;
c. the deposit account balances have fallen below the required minimum monthly ADB for dormant accounts and for at least two (2) consecutive months for active accounts;
d. the required minimum monthly ADB of deposits are properly disclosed among the terms and conditions of the deposit; and
e. in the case of charges and fees for dormant accounts or dormancy fee, the period of dormancy as prescribed under Subsec. X185.12 shall be properly disclosed among the terms and conditions of the deposit, and that the depositors shall be informed by registered mail with return card or Proof of Delivery (POD) service of the Philippine Postal Corporation and other mail couriers on his last known address at least sixty (60) days prior to the imposition of dormancy fee.

Said Proof of Delivery Receipt will be accomplished upon the addressee depositor’s receipt of the letter, with the postal personnel or courier required to obtain and safekeep a copy of the signed POD, for submission to the sender/bank.
The PhilPost system likewise employs a Delivery/Monitoring Report that tallies the number of mails with POD received, delivered and returned per client/bank, indicating the name of the letter carrier, his signature and date signed.
Said POD and Delivery/Monitoring Report may be system generated by the bank so as not to rely on the manual inscription of the required information by the PhilPost and/or other mail courier personnel.

Regardless of the forms adopted by the PhilPost and/or other mail couriers, the proper implementation of the POD service requires as a minimum, that the following information be stated clearly:
(1) name and address of the addressee/ depositor;
(2) actual date of delivery/receipt;
(3) name and address of sender/bank; and
(4) name of recipient and relationship to the addressee/depositor.

Banks which erroneously charged service or maintenance fees shall reverse or credit back the amount of such charges to the respective deposit accounts that meet the required monthly ADB, within three (3) months from 03 June 2011.

Depositors whose accounts were erroneously charged with these fees since 23 June 2005 but whose deposit accounts have since been closed shall likewise be given appropriate notices sent to their last known mailing address.

Notices on the proper interpretation of the regulations on the imposition of service charges and maintenance fees on deposit accounts shall likewise be posted in conspicuous places within the premises of all banks. (As amended by M-2011-030 dated 03 June 2011)

How to File a COMPLAINT

If you lost a fairly big amount, and you believe the bank violated the above regulations, you can do this:

1. Write a letter of complaint to your bank. State your account name and account number, the amount that you lost, penalty cited, debit dates, and request it to be credited back to your account. State why you believe the penalties should not have been imposed on your account. Cite the exact regulation in the above MORB Section.

2. Present your letter of complaint to your bank and have it received. Request to talk to the manager. Be calm and polite but be firm.

3. If the bank does not help you with your concern, you can ask help from the  Financial Consumer Affairs Group (FCAG) of the BSP.

The FCAG says that you may send your written complaint through postal mail, email, fax or you may  go to the FCAG office at the BSP Complex along Mabini St. in Malate, Manila.

You can be helped better if you can give FCAG the following:

 - Complaint letter (types or legibly printed)
 - Telephone number/s where you can be reached during the day
 - Detail of the issues being raised
 - The resolution you are requesting
 - Duly received copy of the letter of complaint sent to the bank and the bank's reply, if any
 - Copies of supporting letter or other documents that would substantiate or prove your claim

Policyholders of National Life Insurance Co. will be relieved to know that their insurance company is  finally on its way to the hoped-for rehabilitation. The sale of National Life to 6762 Holdings Corp. has just been approved by the Insurance Commission, according to a May 10, 2016 press release from the Insurance Commission. The sale and purchase agreement was signed on May 6, 2016.

The Insurance Commission first put NLIC into conservatorship in August 2008 due to solvency problems, but later, in November 2008, authorized NLIC to operate to enable the company to recover and infuse more capital. In March 2010, the commission put NLIC again into conservatorship. Several changes in conservators and proposals occurred before the IC, NLIC and other stakeholders agreed to sell NLIC to 6762 Holdings.

6762 Holdings Corp. paid 1.054 billion pesos for National Life's stocks and liabilities amounting to 2.648 billion pesos.

6762 Holdings Corp., headed by Ricardo P. Cuerva and Ricardo T. Veloso, has agreed to incorporate a new company that will have the same name -- National Life Insurance Co. of the Philippines. It will also comply with the net worth requirements for existing insurance companies.

The insurance company will redeem insurance policies, pay cash surrender values and convert term policies, in addition to other agreements.

To transfer money online from your BPI account to an unenrolled BPI account, you first need to download the BPI Express Mobile banking app using your own smartphone.

BPI does NOT yet offer Transfer to an Unenrolled BPI Account through its desktop or laptop-accessed BPI Express Online banking system.

Here's how to activate your Transfer to Anyone feature on your BPI Express Mobile app.

1.   Using your smartphone, download the BPI Express Mobile app from
       Google Play, or App Store, or Windows Store, or Blackberry World

2.   Open your BPI Express Mobile app and login
        using your BPI Express Online username and password.

3.  Choose Menu, then More, then Enable Transfer to Anyone

4.  Enter required info

5.  Choose Activation option and Submit
       The easier Activation option is Via Express Teller Machine
       You will be asked to get your activation code through a BPI ATM.
        Logout

6.  Go to a BPI ATM. Enter the ATM card of the account you specified in your mobile enrollment.

7.  Choose Special Services, then Activate Enrollments, then Express Online.
      Get back your ATM card.

8.  After about 10 minutes, login to your email registered with BPI Express, find the latest BPI email,
        and get the Activation Code sent to you by BPI.

9.  Login to your BPI Express Mobile app,

You can see the routing no. of your bank on a cheque issued by your bank.  It's the R/T No.

In the Philippines, a Routing No. is sometimes called Paypal Code because this is the number required by Paypal to link your bank account to Paypal.
