What Happened to Three Other Top Savings Banks?

. Planters Development Bank was acquired by China Bank in January 2014 and was merged into its thrift subsidiary China Bank Savings.  
  Planters was No. 6 in total assets as of June 2015. China Bank's acquisition of Planters Development Bank started in 2013 and merger was completed in 2016.

. ComSavings Bank, also named GSIS Family Bank A Thrift Bank, was closed down by the BSP on May 13, 2016
   ComSavings Bank was No. 30 in total assets as of June 2015, with total assets of 1.56 billion pesos.

. United Overseas Bank was converted into a commercial bank, operating as Manila branch of Singapore-based United Overseas Bank Ltd. It applied for a branch license in 2014 and started operating as United Overseas Bank Ltd. Manila Branch (UOBL Manila Branch) on January 4, 2016.
  United Overseas Bank was No. 26 in total assets as of June 2015, with total assets of 2.14 billion pesos

What Happened to 5 Thrift Banks?
One year ago, in June 2015, there were 68 banks, now there are only 63 banks, what happened to 5 thrift banks?

. Planters Development Bank was acquired by China Bank and merged into its savings bank China Bank Savings.

. ComSavings Bank, or GSIS Family Bank, was closed down by the BSP.

. United Overseas Bank upgraded into a commercial bank branch of Singapore-based bank UOBL.

. BDO Elite Savings Bank was consolidated into BDO's investment house BDO Capital and Investment Corp. together with Banco De Oro Savings Bank Inc. in July 2016.
  BDO Elite was No. 40 in assets as of June 2015, with total assets of 813.19 million.
  Banco de Oro Savings Bank was the former Citibank Savings which BDO acquired. Its thrift bank license was revoked on May 16, 2016, so it can apply to conduct trust and fiduciary business.

. Progress Savings and Loan Bank Inc. voluntarily surrendered its banking license. It requested for the cancellation of its banking license and the request was approved by the BSP.
It was No. 67 out of 68 thrift banks in the June 2015 list, with total assets of 96.97 million.

Notes:
BPI Globe Banko was No. 38 in total assets as of June 2015, with total assets of 1.03 billion pesos.
BPI increased to 100% its stake in BPI Globe Banko within the last months of 2015 by buying the 40% share of its sister company Globe Telecom and the 20% share of its parent company Ayala Corp.

PayMaya Visa or Smart MasterCard Virtual Prepaid Card for OFWs

Several OFWs have been asking us how they can buy goods online, play games online or make payments online, as they don't have Visa/MasterCard credit or debit cards, and they're still one or more years away from their scheduled vacation in the Philippines.

If you're an OFW and you don't have an active Mastercard or Visa debit card or credit card, or you are not in a country where you can apply for an IRemit Visa card, you can ask your trusted family member to apply for a PayMaya Visa Virtual Prepaid Card or a Smart MasterCard Virtual Prepaid Card for you.


"Virtual" ang tawag kasi wala kang hawak na card. Ang meron ka is information -- yong information na kelangan mong i-enter sa payment page when you buy or pay online.

You should ask help only from a trusted family member -- a person who will never use your card details and your money to spend for himself or herself without your permission.

 After registering for you, your trusted family member will send you the following:
            Account Name (Your First Name and Surname)
            Account No. (16 digits)
            Expiry Date (mm/yyyy)
            CVV2 or CVV or Security Code (3 digits)
            Address (Some websites ask for your address registered with PayMaya)

You can then use these details to buy or pay at any website that accepts VISA or MasterCard.
You must guard these VISA or MasterCard details because anyone can use these online. Remember, there's no PIN or password that will be asked.

Another reminder is: Buy or pay only at trusted websites, like Amazon, EBay, Lazada, Zalora and other big well-known companies. Google reviews of companies that you don't know.

You will also need help from your trusted family member to load money into your PayMaya VISA or Smart MasterCard virtual debit card so you can use it.

As of today, there's no way yet to load your virtual prepaid card while you're abroad. As this product continues to be enhanced, it's likely that there will be ways to load abroad in the future.

This is how your trusted family member can apply for a virtual prepaid card:

How to Apply for the PayMaya Visa or Smart MasterCard Virtual Prepaid Card


1. Have your smartphone with Internet connection.
 
2. Click open your App Store or Google Play app.
       

2. Search PayMaya

3. Download PayMaya and click open

4. Register:
    Your name
    Your active email address
    Your active mobile number (can be any network)

5. Create your password.
     8 or more characters
     At least 1 capital letter, 1 small letter, 1 numeral
     No spaces

6. You will receive a verification code via text to your registered mobile number.

7. Enter verification code

8. Click "View Card"

9. Enter the following:

     Date of Birth
     House No../Building No., Street No., Subdivision
     Additional Address Information (optional)
     Barangay
     City
     State/Province
     Zip Code
     Country

10. Receive a text that your account has been activated.

11. You will see your PayMaya Visa or Smart MasterCard Virtual Prepaid Card details:

     Account Name
     Account No.  (16 digits)
     Expiry Date   (Month and Year)
     CVV2 or CVV or Security Code (3 digits)

12. Printscreen so you can have a copy of your Virtual Prepaid Card.

13.  You can also copy your Account No., Expiry Date and CVV code
       and write it in your personal notebook.


My Personal Experience with PayMaya Visa Virtual Prepaid Card:


It was easy applying. I just followed the instructions above, and I got my own:
  . 16-digit PayMaya Visa Virtual Prepair Card number
  . 3-digit CVV or security code
  . Expiry date

How did I load money to my virtual Paymaya Visa?
  I used my BDO online banking account. The money was credited to my PayMaya after 2 hours. Tumama naman sa sinabi ng PayMaya na 2 hours ma-credit ang BDO money ko sa PayMaya. Merong text na ganito:

 You have received PHP________ on your PayMaya Account from BDO.
 Your available balance is PHP_________.
 Date and time of loading.

Where did I first use my virtual PayMaya Visa?
 I used it to pay my Globe postpaid bill on the Globe website globe.com.ph
 On the payment page, I checked "Credit Card"
 I entered my:
         First Name and Surname
         16-digit Card Number
          3-digit security code or CVV
          Expiry date (mm/yyyy)
  It was processed, and I was able to pay my Globe bill.

Where to Load Money into your PayMaya Visa or Smart MasterCard Virtual Prepaid Card:



LOAD over the counter at Robinson's, SM and Smart Wireless:

      Bring your valid ID
      Fill up the form. Write your mobile number
      Receive a text that your money was loaded into your PayMaya.


LOAD using the Cliqq Kiosk machine at 7-Eleven:
     Minimum to load is 100 pesos

     Go to the Cliqq Kiosk
     Tap "E-Money", then "PayMaya Cash-In"
     Enter your mobile no. and amount
     Get the receipt and pay at the 7-Eleven counter.

LOAD using a TouchPay machine:
     You can find a TouchPay machine at selected branches of:
        Mini Stop
        Mercury Drug Store
        Petron gas station
        Total gas station
        South Star Drugstore
        SSS branch
        Globe store
        Resorts World Manila

      How to Load using a TouchPay machine:
        1. Select "E-Money"
        2. Select "PayMaya"
        3. Enter mobile number and amount
        4. Insert money into the machine and wait
        5. Receive a text saying your money is loaded

LOAD using a Union Bank ATM:
    You can use this if you own a Union Bank atm card.
       1. Insert your ATM card into a Union Bank ATM
       2. Enter your PIN
       3. Select "Bills Payment"
       4. Select "PayMaya"
       5. Enter mobile number (Format 639XXXXXXXXX)
       6. Enter amount
       7. For Type of Account, select Savings
       8. Wait for your transaction receipt

LOAD at selected Smart Padala outlets:
    Bring your valid ID.
    Ask the Smart Padala outlet if it's loading PayMaya
    Fill out the form. Write your registered mobile number as your account number.
    Before leaving the outlet, wait first for a text saying your money is already loaded into your PayMaya.
    Loading charge is 0.5%

LOAD using Smart Money
    Go to Smart Money menu
    Select "Transfers"
    Select "Others"
    Enter 8877+ Mobile Number (your PayMaya mobile no.)
    Enter amount
    Enter your WPIN
    Send
    Loading charge is 0.5%

LOAD using your BDO online or mobile banking:
   Remember that your Subscriber No. is your Mobile No. you've registered with PayMaya.
   Use this format: 639XXXXXXXXX
   No need to pre-enroll PayMaya.

    1. Login to your BDO online banking or BDO mobile banking
    2. Choose "Financial Services"
    3. Click "Bills Payment"
    4. Click "Pay Bills"
    5. Click "Pay this Company/Biller"
    6. Choose Paymaya or Smart PayMaya
    7.  For Subscriber No., enter your mobile number in this format:

    8.  Enter your name
    9. Click Submit

     Wait for your load to be credited to your PayMaya within 2 hours.
      If you load within 10 pm to 9 am, your load will be credited within 48 hours.
      If you load on a weekend or a holiday, your load will be credited on the next working day.

How much can you load to a PayMaya or Smart Virtual Card?

    Up to 50,000 pesos a month.

Can I get my physical PayMaya or Smart Prepaid card when I take my vacation in the Philippines?


Yes, you can upgrade when you arrive in the Philippines using your smartphone.  You will pay 150 pesos for your PayMaya Visa or Smart MasterCard prepaid card.

How to verify your Paypal Account using your PayMaya or Smart Virtual Card:

You can use only PayMaya Visa for transferring money from Paypal to PayMaya:
You cannot use your Smart MasterCard for Paypal withdrawal, only for Paypal verification.

2. Click "Withdraw" under your "Paypal balance"
3. Enter the amount to be withdrawn
4. Choose your PayMaya Visa account
5. Confirm

Minimum withdrawal amount from Paypal is 500 pesos
You can withdraw only in peso
Paypal will process your transfer within 4 business days
Paypal will deduct 250 pesos as withdrawal fee.

If you have a BPI account, the withdrawal fee from your Paypal account to your BPI account is cheaper -- only 150 pesos.

Paypal withdrawal to a bank account is even cheaper with a Union Bank Eon Visa debit account, but this debit card requires an annual fee of 350 pesos.

PNB SSS Pension Account: Maintaining Balance is 100 Pesos

To all SSS pensioners using PNB SSS pension accounts, maintain 100 pesos in your account.


Always leave 100 pesos in your account. There should always be 100.00 pesos or more in your account. Every day.

Kasi yan ang policy ng PNB for PNB SSS pension accounts -- 100 pesos ang minimum maintaining balance or minimum monthly average daily balance.

If your account is not maintained for 2 consecutive months (dalawang magkasunod na buwan na lower than 100 pesos ang average daily balance), magkakaroon ka ng penalty na 150 pesos. Kung zero ang balance mo, babawasin nila ang 150 pesos sa susunod na pension na idedeposit ng SSS sa account mo.

Kapag nasimulan nang mabawasan nang 150-peso penalty ang ang account mo, at kapag hindi mo ma-maintain ang 100 pesos or more sa account mo, from month to month na ang pagbawas sa iyo ng penalty na 150 pesos.

This is how to load Paymaya via BDO online banking.


It's easy. No need to pre-enroll PayMaya.
No need to enter your Paymaya account no.
Remember to use your registered mobile phone number as your Subscriber Number.
 NOT your Paymaya account no.  Use this format: 639xxxxxxxxx

Here are the steps:

1.  Log in to your BDO online banking.
     Type in your OTP.
2.  Choose "Financial Services"
3.  Click "Bills Payment"
4.  Click "Pay Bills"
5.  Click "Pay this Company/Biller"
6.  Choose "Paymaya/Smart PayMaya"
7.  Enter amount.
8.  For Subscriber No., enter your mobile number in this format:
                        639XXXXXXXXX.
9.  For Subscribe Name, enter your name
10.  Click Submit

Wait for your load to be credited to your PayMaya within 2 hours.
If you load within 10 pm to 9 am, your load will be credited within 48 hours.
If you load on a weekend or a holiday, your load will be credited on the next working day.

You will know when your money is loaded to PayMaya because you will receive a text from PayMaya. Your balance amount will also be texted.

BDO will also email you the details of your PayMaya bills payment.

When you Load PayMaya via your BDO mobile banking, it's even easier.

Difference between Rural banks and Cooperative Banks

What's the difference between rural banks and cooperative banks?


They differ in type of ownership.
Rural banks are owned and managed by private entities or individuals.
Cooperative banks are owned, organized and managed by cooperatives or federation of cooperatives.

What are common between rural banks and cooperative banks?
They serve rural communities.  They lend money to farmers, fishermen, merchants, cooperatives and owners of small business operations in their areas on reasonable terms.

According to Republic Act No. 7353, an act providing for the creation, organization and operation of rural banks, and for other purposes, here are what rural banks can do and shall do:

 Rural banks are organized in the form of stock corporations.

 Rural banks shall grant loans primarily to farmers or farm families that own or cultivate agricultural lands, fishermen, merchants, and cooperatives.

 They're required to prioritize loan applicants who are applying for smaller loan amounts.

 They can lend to owners of small business enterprises in rural areas, but only up to 15% of any one bank's total net worth.

 They can offer these services:


  • Accept savings and time deposit
  • Open current or checking accounts (only rural banks with net assets of at least 5 million pesos (subject to change) 
  • Act as a correspondent for other financial institutions
  • Act as a collection agent
  • Act as official depositary of municipal, city or provincial funds in the municipality, city or province where it is located
  • Rediscount paper with the Philippine National Bank, the Land Bank of the Philippines, the Development Bank of the Philippines, or any other banking institution, including its branches and agencies. 
  • Offer other banking service (Section 72 of Republic Act No. 337, as amended)
  • Extend financial assistance to public and private employees (Section 5 of Republic Act No. 3779, as amended)

I heard an argument before that publishing rural banks' rankings will have a bad impact on rural banks, like maybe killing the smallest rural banks. On the contrary, ranking the top rural banks will inspire more competition, more efforts to be efficient and innovative, and hopefully lead to mergers and consolidations that will give rise to stronger rural banks.

Can I Dispute a Below-Maintaining-Balance Penalty?

Someone asked about below-maintaining-balance penalty here on our blog BanksPhilippines.com:

Hi po,
The below maintaining balance penalty, can this be disputed? Especially if you were not informed about it. Where do you see this information about the penalty? Is it on the application form? Thank you.

Our reply:
Yes, you can dispute it.
But if you were penalized for just one month or two months (300 pesos or 600 pesos), I think it's not worth your effort and time. Now that you've come to know about this penalty, just accept that there's such a thing as below-maintaining-balance penalty, and banks are authorized to charge it, and remember it, and then fix your account.

How to fix your account?
Deposit more money into your account, and maintain the required minimum maintaining balance.

Or you can close your account (withdraw all that you can withdraw via the ATM, or you can withdraw up to the cents and few pesos over the counter), and open an account with a lower maintaining-balance requirement.

BPI Easy Saver is one account that has zero maintaining-balance requirement, but it charges 5 pesos for every ATM withdrawal and every balance inquiry.

Why Is It Not Worth the Effort to Dispute?

The disputed amount is small. It's not worth your time, your effort and your stress. Besides, the bank will always win.

The requirement to maintain the minimum monthly average daily balance (MADB) in your account is stated in your bank's Terms & Conditions. You signed this document when you applied for your account.

Excerpts from BPI Terms & Conditions for all its products, services, facilities and channels:

8. Minimum Account Balance 

You shallmaintain account balances at the agreed/required monthly average daily balance (ADB) computed as follows:
ADB = (Day 1 ending balance + Day 2 ending balance …+ day 30/31 ending balance) / (No. of days in the month i.e. 30/31 days)

You acknowledge that you are at all times aware of the required minimum monthly ADB, the service charges, maintenance fees, dormancy fees and penalties applicable for various types of Accounts, products, services, facilities and channels, as the case may be, as well as any amendments, revisions or modification thereto, which fees, charges and penalties are available to you upon request or through various channels of the Bank or are published, displayed, advertised, posted in the ATM on-screen messages or such area near the Bank’s ATM or in conspicuous places within the Bank’s premises and/or posted in the Bank’s website, whichever is applicable, all of which are made integral parts hereof.

The Bank may impose and collect service charges and/or maintenance fees on Accounts, whether active or dormant, where the Account balances: (i) have fallen below the required minimum monthly ADB, for dormant accounts; and (ii) have fallen below for at least two (2) consecutive months, for active accounts. Any Account with zero balance, regardless of status, may automatically be closed by the Bank without notice.

Excerpts from BDO Terms and Conditions Governing Deposit Accounts

I. Opening of Accounts

The Depositor shall maintain the required Average Daily Balance (ADB) as the Depositor may be notified by BDO from time to time. A service fee shall be charged if the account falls below the required ADB.

VII. Service and Other Bank Charges

BDO is authorized to collect from the Depositor all applicable service charges, penalty charge and other fees the account may incur. BDO reserves the right to impose new service and maintenance charges and change existing charges from time to time within the limits allowed by law or pertinent regulations.

BDO, without need of prior notice, is authorized to deduct all such charges and fees from the account without incurring any liability therefor not limited to any loss, damage, cost or expense arising from or in connection with the dishonor of checks, drafts, notes or other instruments because of insuffi cient funds as a result thereof.

Another thing: The bank officer who assisted you in opening your account will always insist "I told you about it. We always inform our new account owners about maintaining balance requirement," even if she/he forgot to warn you about below-maintaining-balance penalties.


This is the BSP regulation about maintaining-balance penalties:

Sec. X263.  Service and Maintenance Fees

Banks may impose and collect service charges and/or maintenance fees on savings and demand deposit accounts, whether active or dormant, that fall below the required minimum monthly average daily balance (ADB), subject to the following conditions:

a. the imposition of such charges or fees is clearly stated among the terms and conditions of the deposit;
b. the rate or amount of such charges or fees is properly disclosed among the terms and conditions of the deposit;
c. the deposit account balances have fallen below the required minimum monthly ADB for dormant accounts and for at least two (2) consecutive months for active accounts;
d. the required minimum monthly ADB of deposits are properly disclosed among the terms and conditions of the deposit

When Is It Worth It to Dispute a Below-Maintaining-Balance Penalty?
When the amount is in the thousands, and
when the penalties arose from a change in the minimum maintaining-balance amount, and
your address in your bank records is still your current address, and
you never received a notice declaring a change in the minimum maintaining-balance-amount.

BSP requires that you must be notified in case of changes in the minimum maintaining balance, so you can use this in your complaint.

No. Not to a cash card. The Send Money to Any BDO Account service is only for BDO checking and savings accounts.

Dormancy Fee Reduced to 30 Pesos per Month after 5 Years of Inactivity

The dormancy fee rules for bank savings and checking accounts have changed effective April 2017. 

➧ The dormancy fee shall not be higher than 30 pesos.
Most likely, 30 pesos na ang dormancy fee. Bakit pa sila sisingil ng mas mababa, eh 300 pesos nga yong dati nilang singil.

 ➧ The dormancy fee shall be charged only after 5 years of no deposit or no withdrawal
  and if the account balance is below the required maintaining balance.

     If the account balance is equal to or above the required maintaining balance, there shall be no dormancy fee charged.

➧ The bank is required to notify the account owner two times:
    At least 60 days prior to start of dormancy
    and
    At least 60 days prior to the start of the application of the 30-peso-per-month penalty
   
    Notification shall be any one of these:
      postal mail
      email
      text message
      phone call
      courier-delivered notice

➧  Previous dormancy time frames are still the same:
A savings account becomes dormant after 24 months of no deposit or no withdrawal.
A checking account becomes dormant after 12 months of no deposit or no withdrawal.

➧ When an account becomes dormant, the account is put on hold. To reactivate the account, the account owner needs to go to his branch with his valid IDs and reactivate the account.

➧ An account which has been dormant for 10 years will be reported by the bank to the Treasury of the Philippines. The money will be sent to the Treasury. This is called the process of escheat, and it is in accordance with the Unclaimed Balances law.
   Notification requirement: The bank shall notify the account owner at least 60 days prior to the 10th year of dormancy.
